The primary means to comment is the online comment portal called "Granicus," but various sources indicate that that software malfunctions and given such, staff under the Administrative Law Judge are especially accommodating of the alternative means of transmission: fax, mail, email, and hand-delivery.

If you are able to use Granicus (the online comment portal) successfully (things tend to go wrong with registrations failing), that means allows you to comment in response to others, to give a thumbs up to other commentors, and reply to others commenting on your post or posts (multiple are allowed). There will also be a rebuttal period when additional original comments are not allowed, but replies and responses are encouraged.

With all these alternative means of transmission of your comments, below: be sure to mark at the top of your communication or letter that your comment is regarding :
